We venture to address your Lordship on the subject of
the proposed issue of notes by the Government of Hongkong, in
connection with which we gave you our views in September and
November October of last year, with the object of assisting the Colonial
Government to make what arrangements might be found necessary.
Our purpose in now referring to the subject is to
ascertain if possible whether the scheme is likely to be carried
into effect. The reason for this enquiry is that we find
ourselves under the necessity of considering the question of
substituting notes of a new design for those of our Bank now in
circulation, the lower denominations of which are being tampered
with by Chinese who have taken to altering the amount of the five
dollar note to one hundred dollars, &c.
To get new designs prepared and approved, and to issue
new notes entirely in lieu of those now circulating, would
involve considerable expenditure, which we would of course not
incur, if the Government notes are likely to be available
within a reasonably short time.
As your Lordship is no doubt aware His Majesty's
Treasury recently sanctioned an increase from $4,000,000 to $5,000,000 in the amount of notes to be issued by our Hongkong
Branch.
